Outlook message contains "attached"? Prompt user to attach files.

Outlook users frequently forget to send attachments.
As a new feature, when the Send button is pressed, Outlook might search
every message for "find attached" and similar text, check whether the message
has any attachments, and prompt the user to consider attaching files if no
files are attached.
