Outside editing the registry, there should be a way to unblock attachments
from a trusted contact. The list of blocked extensions includes many from
Microsoft programs. We cannot even access the attachments to save in a
different format if we trust the file. WE have excellent anti-intrusion
protection and Microsoft should not be doing the thinking for us.

What formats are blocked? Most standard document formats used by end users
are not blocked.

There are a number of free addins you can use and there is a method for
Exchange server admins to unblock for them for groups of users.
