ATL.DLL - File Not Found

I keep getting error messages saying that my Windows XP system cannot find
the file ATL.DLL. I have no idea what installed it so I don't know how to
reinstall it. How can I install this DLL file? The situation started when I
could not uninstall iTunes so I had to manually rip it out of my system.
Using a restore point did not correct my problem and I do not have any
viruses, spyware, or malware on my system. I've checked for all these and
there are no problems.

It appears to be part of Microsoft's Visual C++ runtime library.
do a search on google to get it.

Does the problem occur when you are starting and logging into Windows
You probably have an iTune startup entry left in the registry and causing
this problem. Reinstall iTunes and see if the problem goes away. If so, then
uninstall iTunes.

I ran the sfc command and did not see any errors. The problem is still
there. It did not install ATL.DLL or correct the problem. I tried to
install iTunes again but the install fails because it cannot find ATL.DLL. I
also cannot run Windows Update anymore either. This error message about not
finding ATL.DLL happens at startup after logging into WinXP and it happens
when I try and start applications in XP such as the Event Viewer. I've also
reverted back to a Windows Check Point right before this problem and that
didn't help either. I never installed Visual C++ in this PC so I don't know
how it would have been installed this way at all. Any other ideas?

One other thing. I can logon as local administrator but I cannot logon
anymore as a limited account.

I haven't.....yet, but I'm hoping someone does soon. Mine started when I
discovered my DVD drives weren't responding to blank disks. Incorrect
function, I was told. I assumed that a burning program (I've been trying a
few different ones) had changed the properties or associations of my drives.
I uninstalled Nero, Pinnacle and roxio, plus itunes. I rebooted and got the
same message for tgcmd.exe, itunes helper.exe and spy sweeper.exe. Tried
reloading spysweeper and got the same message, ftkmk failed--missing ATL.DLL.
Spy sweeper is listed as running in the processes list, and even downloaded
updates a little earlier.
Went to my admin tools, and get "snap-in failed to initialize in all areas.
Network connections won't work, automatic updates won't open, and my internet
and network icons are not shown in the task bar. I obviously can get on the
internet, but you wouldn't know it from the task bar. Tried regsrv per
another thread, all were successful except for ATL.DLL- Module not found!
Could really use some help. I have several copies of atl.dll (all lower case)
on my computer and noticed that every error message is ATL.DLL (all upper
case). Is this significant? Also my computer has slowed waaay down.
Checked for viruses and spy ware (not in safe mode yet.
P.S still can't access my dvd drives properly
