atl.dll was not found

I downloaded an update to windows xp saturday. Now, when
I try to open most programs like outlook, norton, etc an
error message pops up "unable to locate
component". "application has failed to start because
atl.dll was not found". It even does this when I try
system restore?

Get a atl.dll off your i386 on install disk copy and
