At Logon Explorer.EXE Application Error / Explorer Restarts Event ID: 1000

Windows XP SP2 / Windows 2003 Domain

I am trying to determine the probable causes and solutions:

I have a computer in my domain when the user first logs on (2-4 times a
month) The user gets a pop up dialog:

The instruction at "0x35f752c4" referenced at "0x35f752c4" The memory
could not be "read"

Its always the same memory address. Prior to these error message
symantec antivirus is scanning folders. Which is odd since I have the
policy set not to do startup scans.

Is there a way I can submit the event log to microsoft without being at
the users pc?

Possible Solution:

Also it has been suggested that I may have corrupt Windows System files
and that I would need to reinstalled the OS - I want to use this as a
last option but what do yout think, is there a better and easier
solution?
