I need the hot fix that this problem fixes. Where and how can I get this?

You found the article, now read the directions it contains:

It is a supported hotfix and not intended for all users as it is not fully
tested. As such, you *must* contact Microsoft support for this fix. They are
free, you just have to call and ask for it.

I can read !
I have tried all sorts of telephone numbers but no one seems to be able to
help me.
For example my laptop comes with XP pre loaded. According to Microsoft I
need to contact my hardware supplier. Dell who is my hardware supplier don't
want to know about this problem.

All I want to do is download this fix myself, have it e-mailed to me or be
given a Microsoft telephone number where I can be told where I can get this
fix.

What number do people ring when they want a hot fix that does not seem to be
available for download. I am in England by the way.
