Arrrgh! Windows 2K doesn't start properly

After entering my password upon startup, my 2K server gets to a point where nothing happens. The hourglass is shown on the background and the hard drive operates as it normally sounds, but there are no icons, toolbar or anything useful shown on the screen. The screen saver works and CNTRL.ALT.DEL works as well (no programs are shown running). I tried using the Last Working Configuration and that didn't work. I have used the Recovery Console to correct some items, but there is no change as 2K continues to lock up. I can get the PC running in SAFE mode, but I am not an OS expert and don't know if I have a bad driver, file, etc.

Any suggestions would be greatly appreciated.
