arp cache flush

aparently switching some service from "automatic" to "manual" has affected my network. i hit "repair" in my network connection and the error something like "repair operation failed: flushing arp cache". i've tried numerous things such as manually flushing it with "arp -d" or "netsh interface ip delete arpcache" but stil no good. i switched and started my services all back to auytomatic but STILL i lag. can someon ePLEASE HELP
