I HAD PROBLEMS WITH MY NETWORKING SO I HAD TO REINSTALL MY WIRELESS CARD NOW
I GET A ERROR MESSAGE, FLUSH ARP CACHE AND CLEAR ARP CACHE HELP ANYONE.

You have a reason for yelling (all caps) at us volunteers?

Read http://support.microsoft.com/?id=99150. Microsoft's
support/knowledgebase site should be one of the first places you do a
search. Note the line that says, "The cache is flushed when the machine
reboots." Or, as the other line says, "... the ARP walks through the
cache every five minutes and deletes any entry that is more than 15
minutes old ...", so wait 15 minutes. Rebooting is probably faster.
