Aren't e-mail addresses unique?

Upon attempting to sign into this site, I was advised that my e-mail address
was registered as someone else's user ID. I assumed that I had forgotton my
password and so clicked on the link provided for such a case. It turned out
that there was no way to log on using my current e-mail address. I had to
sign up for a Hotmail account.

I thought that e-mail addresses are necessarily unique. Am I mistaken?

Yes they are unique.
One possibility..
Often people ,make up addresses to help prevent spam.
A problem arises when a legitimate domain is used.

Are you sure you have not registered before

OT, but rather than using the clunky web interface to the groups, consider
using a newsreader client (OE, Forte Agent, whatnot) and use
news.microsoft.com as the NNTP server. This is much better overall.

This could explain a lot of the unsolicited e-mail I get. But it seems
unlikely that someone would pick a small, little-known dialup provider for a
fictitious address.

I wonder what other problems might arise from someone else using my e-mail
address.

Yes, I had registered before -- back when they didn't require you use your
e-mail address for a user ID. I may have later re-registered with my e-mail
address. In any case, this time I was not permitted to use it. It was open a
Hotmail account or nothing.
