arcsetup.exe in use error

Hi,

Everytime I try to update one of the service packs I get
this error. "The file c:\arcsetup.exe is open or in use
by another program. Close all of the programs and retry"

I have looked far and wide to figure out what this is and
I have no idea. I can't find it in task manager either.
Is there any way to disable this while I update?

Have you ensured you dont have any antivirus software running on your
machine at the same time?
