Archiving not removing old messages

Even though I have messages that meet the archiving criteria, and even though
all known settings are established to an existing archival pst, no messages
are removed from the personal folders to the archive. All existing help
entries have not solved the problem.

What have you tried?
Note that AutoArchive works on the modified date of a message.
