apps won't start

Using windows xp home and nothing will launch. If I try to launch Internet Explorer, the screen will flash and then nothing happens. It does this when I try to launch the control panel, explorer, pretty much anything. If I boot up in safe mode then everything works fine. I have run virus scan and it found nothing. Not sure what to do next.
 
One way to get it to work...boot in safe mode. Go to internet
options..advanced tab and uncheck enable third party extensions and see if
it helps.
