Appointment requests showing as attachements

Emailed appointment requests are shoing up to the invited attendees as
attachments (.ics file) which have to be opened then can be accepted. How can
the preview pane identify that the "attachment" in this case is an associated
file to be used by Outlook only for scheduling purposes?

Using Outlook 2002 SP3. The request used to have the accept, decline etc
buttons in the preview pane instead of having to open the attachment....
