"Applying Security Settings" causing a slow boot

After applying a windows update package (I don't remember
which one specifically but it wasn't a critical update) my
machine has bee booting up very slowly. The
message "Applying security settings" appears on the blue
screen that appears just prior to the wallpaper during
boot for 5 minutes or longer and the hard drive churns
away. Eventually windows does come up, but why is it
taking so long? Thanks for any assistance you can provide.

You might try logging on as a different user [or create one] to see if it is profile
corruption. Also try it in safe mode to see if it makes a difference and if it does
then you have an issue with a startup service/application/driver. If you can get a
copy of msconfig from another computer such as XP, you can use that to selectively
disable startup programs to troubleshoot. Hopefully, you did not install any alleged
update that arrived via email , because those are almost certainly viruses of some
sort. You should run a virusscan anyhow, since you are experiencing strange behavior.
Another option is to look for the update you installed in Control Panel/add&remove
programs to try and remove it to see if it helps. There also may be a possibility
your local security database is corrup. See the second link for help on that.---
