applied sp4 but pc does not shut down,keeps restarting

Have installed sp4 for win 2k pro. when i try to shut down
it keeps restarting. Would appreciate your help.
 
Patch 824141 supposedly is causing problems. Try backing
out the patch. Boot up in the Recovery Console, go to the
directory labeled something like, "$NTQ_______$" (should
be a number in the blank), and run spuninst. Supposedly,
that should do the trick, but I have yet to try for myself.
