Applications stay maximized - Won't restore

I have Windows XP home edition, and 2 of my applications suddenly stopped allowing me to restore them. I only have 2 choices: Maximized or Minimized.

I still have the maximize and minimize boxes along with the "X" in the uper right when the programs are not minimized. If I click the "restore/maximize" box for either of these applications, the box changes to the opposite state as it should. The only problem is that when it shows "maximize" (indicating that the application is in the restored condition), the mouse will not grab the edges of the application to resize it.

All other applications restore and maximize normally, as far as I know. Since the broken applications are unrelated, since they broke at the same time, and since it was a time when I had them both open and maximized in Windows; it seems to me to be a Windows XP problem. The offending applications are Paint Shop Pro 7.0 and ASP1-A3. I have used both applications for years with no problem until now.

Rebooting did not solve the problem. I searched the registry for a key tied to those applications that might make a difference, but came up with nothing. I also checked the MSKB, and came up with nothing related to this problem. I can't even think of anything else to try.

Please help

More info:

I have since discoverd another application (MovieMaker) that has the same problem, and it was also open when the problems were appearing. I used system restore to take it back to before I noticed the problem. It fixed one of the applications, ASP1-A3, but not Paint Shop Pro or MovieMaker.
