Applications fail to load after net connection

I can load all applications normally until I connect to the internet. Once connected, when I try to load applications they appear to load into memory in task manager, but don't actually appear on the screen

The other weird thing is that if I wait say 20 mins or so the applications eventually do appear. At first I thought it was just Internet Explorer that was the problem, but even if I load a different browser, without using IE, I still get the same thin

It's driving me mad. I hope you have some ideas

I'm using Windows XP Pr
I've tried the following
uninstalling Norton Internet Securit
reinstalling ADSL modem
checking event log - nothing
disabling fast user switching service
checking for malware

The answer in case any one was interested was to uninstall the IPv6 protocal - it all works now.
