Application works only in the installer's profile

I have installed a 3rd party diagnostic tool as an
administrator and then tried to run the programme from
other profiles. When I do this I am told that the password
file is invalid or missing (this password file is in
C:\program files\sertools\). These other users are all
administrators, and from what I can see the folders and
files relating to these tools all have full access. HELP!

You'll need to talk to the vendor of the tool. There is not enough
information here to offer a solution.
