Application Failed to Initialize error 0xc000000e

Hi

I have come accross a laptop that has recently started to get the
above error, after clicking on a user accont on the Welcome page.

It started infrequently, but has now got to happening at every login.
When it occurs I get the error box twice before it loads the
Wallpaper, but nothing else is loaded except the mouse cursor.
Using Ctrl+Alt+Delete I can access the Task Manager, 0 Application 23
processes and log off.
When i log off then log in again, it is seemingly OK, BUT no devices
are shown in Device Manager, and Security Centre does not start up.

Pentium IV 2800
512MB Ram
Win XP SP2
Norton Internet Security package

Any ideas pleas??

Thanks for all that.

Have run Stinger, and for good measure AVast's stand alone scanner.
Installed and run Adaware & Spybot.

Had already cleared and disabled System Restore as it did not work!

No Virus, Trojans etc found, some spyware - mostly Tracking Cookies.

The problem still persists :-(

Been thinking about using SFC as it seems to be something major in the
Op Sys failing, wht are your thoughts on this before I take the plunge
on somebody elses Laptop?

Installed and run Adaware & Spybot.

Had already cleared and disabled System Restore as it did not work!

You can reinstall System Restore with these two steps:

First Step - Delete the System Restore Folder as it may be damaged:
Disable system restore, delete the System Restore folder "System Volume Information",
reboot, then re-enable System Restore. The folder will be re-created automatically.
It's located in the root directory of Drive C:\ . It may be hidden...
Open any folder, click "Tools", "Folder Options", and the "View" tab.
Check the box, "Show hidden files and folders"
Uncheck "Hide file extensions for known file types",
Uncheck "Hide protected operating system files", Click "Apply", "OK"

To disable System Restore, Click Start, Programs, Accessories, System Tools, System Restore,
System Restore Settings, "System Restore" tab, and check the box. "Turn Off System Restore on
all drives", click "Apply" and "OK".

Now go to Drive C:\System Volume Information\ and delete it.


Second Step - Reinstall System Restore:
1. Click Start, Run, In the Run box, type "C:\windows\inf" without the quotes and press enter.
2. Look for SR.INF and RightClick on it, then select "Install"

Follow the prompts, Reboot, and System Restore will be ready to use.
NOTE: If it asks for the Windows CD, point it to C:\WINDOWS\ServicePackFiles\i386
NOTE: If it asks for "srframe.mmf", point it to C:\WINDOWS\system32\dllcache
