Application failed initialized properly in Windows XP

On a new Dell 4600 PC with Windows XP Pro, I've loaded an
application under user Jon with local admin right.
Everything work find. When log in as anybody else
(including network admin), I get an application error:

"The application failed to initialized properly
(0xc0000022). Click OK to terminate the application"

Help!!!
