Application Error, cannot access add/remove programs

Recently when I start Internet Explorer, I get this error regarding ToolbarBroker.exe "The Application failed to initialize properly (0xc0000005)"

I tried to remove it, but for some reason I can't get to Add/Remove Programs from the control panel. The icon simply disappeared from the Classic View after a long and badly needed defrag. Is there another way to get to it, or will I have to do a System restore?

Part of AVG. Uninstall AVG and retest.

Of course, knowing the path of this file would help identify what it
really is. After all, a file can have any name, including for malware.
