Application configuration is incorrect?

Hope somone can help. I upgraded win98se to XPpro and MOST apps wont work, including Notepad would you believe.
I keep getting an error stating "The application has failed to start because the Applicasion configuration is incorrect. Re-installing the Applicaation may fix this problem.

In reality the problem is that many apps wont work. When checking help sites I did see something about comctrl32 being out of date but mine is version 6.... so shold be ok.

Ther are no Icons in the Progarams list - just the names. I have Icons switched on but Noo they are not there.. There are many wierd problems with this upgrade. It may all come down to comctrl32 I dunno.

I can't check the registry as mmc won't load either.. It tells me whow to register a dll but the regsvr won't load either . AAHHHHHHHH I am going batty trying to locate the problem..

I would appreciate help from anyone about any part of it at any time.. I now have a computer that I can't do much with at all... Oh.. Strangely 602Pro PC Suite works OK.(I think this is all Java based- if that is any help).

right click on my computer and select search next click all files and
folders
inthe all or part of the file name enter system restore then when it
showes up
right click it and click open then click restore my computer to an
earlier time
then click next pick a day before the bad day and click next then
click next again to compleat the prosess (PS ) I had the same hair
pulling expereance with my wifes bosses computer and now it's back up
and running
