appearance and colors tab missing from desktop properties

when i right click on the desktop to bring up the desktop propeties the only
tabs are screen saver and settings no appearance, background, or web tabs. i
can not change my windows colors, fonts, background etc. also when i right
click on the desktop there is no 'view as web page' in the menu, only arrange
icons, refresh, paste/paste shct., new, and properties. where are the rest of
menu items that should be listed such as the screen res. and such. one last
thing when viewing my pictures folder when clicking the side bar menu option
(or r. click the pic.) to set as desktop background it does not do anything.
