no desktop tab

Does anyone know why I do not have a Desktop tap in
display properties? There's Themes, Screen Saver,
Appearance and Settings, but no Desktop. I have no way
to change my background. I'm the only user with admin
privileges, but both my wife and son have the desktop tab.
Also, the only start menu option I have is classic.
There's no button to change back to the XP start menu.
Thanks.

The following advice applies if your system is not in a domain:

For Start Menu issue:

Open Registry Editor and navigate to:
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
In the right-pane, set "NoSimpleStartMenu" to 0 [dword:00000000]

To restore the missing "Desktop" tab, apply this fix:

Restore All Display Tabs and Display Icon (Line 285)
