APP CRASH all downloaded .exe's

Hi, I'm new to Vista 32bit but have had to revert back to XP unless I find a
solution. I did clean install of OEM Vista premium 32bit with no problem.
I've been able to reinstall hardware with necessary vista software upgrades
etc. However, when trying to download from the web via IE7 any downloads
would immediately fail when at the point of installing - usual statement is
"....program stopped workin" with first line of details listing problem as
APP Crash. If I make hard copy of downloads to CD often they run with no
problem but that's hardly ideal.
As yet I've not installed any anti virus etc other than the protection
offered by Vista. I can only think it's a local over zealous protection
problem but I can't solve it. It won't even allow installation of trusted
software such a Messenger or Adobe reader to mention just two. Windows
updates can also fail.
I've tried running them as Administrator but again no luck.
Any ideas appreciated.

Vista offers *no* antivirus protection. How long have you been running
like this? You should certainly consider the possibility that your
problems are caused by your being infected.

Do you have UAC turned off? Adobe Reader (and other programs) not
installing is a one of the results of doing that.
