Aplication failed to initialize properly (0xc0000005)

When i star win 2000, i get message :

The application failed to initialize properly (0xc0000005)
I can't remove any program and i can't install any
program. always failed to do them and the message show.
what is the meaning this message. Can any body give me
solution?? of this error??
