I bought my parents-in-law a laptop with Vista Home Basic on it, trouble is I
bought it in the UK and they're Greek, can I 'purchase/upgrade' to a Greek
version of Vista Home Basic via Anytime Upgrade?

That would not be an upgrade since you are talking about the same edition of
the OS, just in different languages....

There is LIP that is a partial translation of the UI (user interface), but I
have not seen a greek version of lip yet for vista...
So I guess you only have 2 alternatives to lip.

1) Upgrade to vista ultimate that lets you download MUI packages (the greek
one there too is not available yet but Im sure it will be soon)

2) Buy a totally new vista basic and reinstall....

I dont know any other way.. but if someone does know...please speak up.

Anytime Upgrade is for moving to a superset version of Windows Vista Basic,
not changing Local. Your bet if you don't want to shell out the cash for a
Ultimate is to actually buy the Home Basic edition of Vista is the Local you
want. I'm sure its possible to just purchase the upgrade version and upgrade
over the existing installation on your parents in laws laptop.
