Any idea what this error message means

STOP: c0000135 (unable to locate components)
The application has failed to start because winsrv was not found.
Re-installing the application may fix the problem.

I got it on an old Thinkpad. Worth time or trouble to fix? How would I
reinstall the whole XP system? Can a non-techie deal with this? Take it
into the shop? Sell on eBay for parts?

When, exactly, do you get the error message? Which specific
application are you trying to run when the error message appears? Have
you tried reinstalling that application, as the error message advises?
Have you tried the recommended solution offered here:

When I boot up, it the the first thing I see, then it disappears, and I
get the WinXP logo and then that stops, and I get the error message
again. It has shut down my machine obviously. The blue screen of death?

Well, that's the crux of the problem. The error message does not reference a
specific application, and it is seen before XP boots, so you couldn't
reinstall the application even if you knew which one it was.

If my three experiences with this error are any guide, Nickravo is going to
have to do a repair reinstall of XP to fix it, preferably using an XP CD that
matches what is on the system (e.g. w/sp2, if that is what it was running. In
the three situations I've seen, the system would not boot in safe mode
either, but would boot to recovery console. Here is another t
