Another Recovery problem

I'm trying to restore (testing) from backup the only DC in the org.

Under: "Steps Required for a Non-Authoritative Restore"

After Step 11, it says:
"By executing a non-authoritative restore on Active Directory, you
automatically execute a non-authoritative restore of SYSVOL-no additional
steps are required. For a primary restore of SYSVOL, make sure to check a
fourth box in the Advanced Restore Options dialog next to:
When restoring replicated data sets, mark the restored data as the primary
data for all replicas.
A primary restore is only required if the DC you are restoring is the only
DC in the domain."

I do not have the fourth option in ntbackup when I initiate the restore.

I'm running Windows 2000 Server SP4 (both backup and recovery system). Here
are the steps I've taken in the DR process.

1. Backuped the System State only from a DC that is a GC.
2. To similuate a complete disaster, I am rebuilding a box as a standalone.
3. Installed Windows 2000 Server SP4
4. Do Windows Update
5. Reboot, F8, Selected Directory Services Restore Mode (Windows 2000
domain controllers only).
6. In safe mode, started Ntbackup.
7. Located the backed up file... and go through the Wizard. There is no
option for "When restoring replicated data sets, mark the restored data as
the primary data for all plicas.

Additionally, I made an attempt to test it out anyway, and nothing works.
I'm able to boot into the system, log in as local admin, however the system
does not act like a DC. MMCs for Users and Computers do not work etc... I
tried to access the Sysvol folder, when I click to open the domain, it says
Access Denied. It is in workstation mode as well. I tried to follow the
document carefully but it does not help. As a side note, the recovery box
is different in HARDWARE, but I also followed instructions from Q263532 "How
to perform a disaster recovery restoration of Active Directory on a computer
with a different hardware configuration."

When I have done this testing I have promoted the server to a dc before I do
the restore. It didn't need to have the same domain name though.
