Disaster Recovery AD

I am doing disaster recovery testing in a test environment
in a worst-case scenario where all of our servers are
destroyed. I am recovering from tape using like equipment
for the DCs with SP4 and am trying to recover at least two
of three domains (1 parent, 2 child). We have multiple DCs
in each domain.

I rebuilt my DC for the parent domain restored from backup
the system drive and system state using authoritative
restore and seized all roles. I used ntdsutil, metadata
cleanup to remove all other DCs except one for the child
domain (STAFF). I continue to get errors in netdiag:
Global results:
Domain membership test .... Failed
[Warning] The system volume has not been replicated to the
local machine. This machine is not working properly as a
DC.

I also restored a DC for the child domain (STAFF) (non-
authoriatative) and continue to get errors on both DCs.

What is the proper procedure to restore AD for multiple
domains in a disaster recovery scenario? How can I get my
root DC back from tape?
