Another Q re "failed to execute" in mail

First off, I'm a bit of a tech phobe. I really hope someone can help. I
have been having the same intermittent problem with sending/receiving emails
and unable to open attachments in mail since I installed IE8. I un-installed
IE8 and reverted to IE7. The problem with the attachments is corrected and I
can open them now, but I am still having the intermittent "failed to execute"
problems. This is the error message I get:

The connection to the server has failed. Account: 'Christi Home', Server:
'pop.charter.net', Protocol: POP3, Port: 110, Secure(SSL): No, Socket Error:
10060, Error Number: 0x800CCC0E

Can anyone help? Thanks so much.

That's not a "failed to execute" error, it is a failed connection error.
That symptom is usually caused by interference from an antivirus
program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
