Annoying pop-ups/programs on my taskbar

I am continually getting annoying pop-ups or programs on
my taskbar while using the internet. The window
reads "Welcome To MSN.Com - Internet Explorer". I get
these about every 15 minutes or less according to how much
I'm surfing. The problem is that when I click on the task
it appears to open off of my screen to the lower right
hand side. If I don't close these tasks they continue to
accumulate. Any suggestions?

use windows xp firewall to start.....

go to you online help&support window....type in
firewall...pick first task.....follow directions.

or read some other popup posts to newsgroups....there are
lots each day.
