Always ask before opening this type of file

The Always ask before opening this type of file check box
is not available for file types that run programs or
commands, such as files with the extensions .exe or .com.
I want disable this feature(bug) because of several
different pieces of 3rd party software on my network.
Does anyone know how to do this?
