Ungrey "Always ask before opening this type of file"

I have posted this question under office but was told this is more of an OS
issue. After careful consideration, I suppose it is more of a Windows XP
issue.

The problem: for all normal workstation users (with no admin rights),
anytime an
attachment is opened in outlook 2003, you get an option to either open, save
or cancel. Right
underneath these options, there is a checkbox with "Always ask before opening
this type of file."

The problem is that this checkbox is greyed out for all normal users.

Does anyone know how I can ungrey this?

After doing some research, some people were unchecking the option within the
file types to "confirm open after download" but what this will do is open the
right away when clicking on an attachment. This is problematic since this
bypasses the option to open or save the attachment.

This seems to be a system administration issue. Ask one of the
system administrators in the IT staff to make the change.

I am the sys admin.

I've researched this and found that you can disable a checkbox called
"confirm open after download" for a specific file (such as .doc) with
Explorer -> Tools -> Folder Options -> File Types.

Again, the problem is that if I uncheck this, it will open the attachment
directly without the prompt box.

My goal is to ungrey the checkbox, not get rid of the entire dialog box.
