Alt + CTRL + Del ?

Hi
I want to set my task manager "Real time" priority. But not after it's
started I want it to be started with this priority. So even if some process
took 100% of CPU and whole PC starts to work real slow or some really CPU
eating stuff is just working I still want to have ability to start my task
mangaer really fast. If there is such possibility it can be even kept in
memory whole time just waiting for a sign ;)

Next problem:
Sometimes even if I use task manager I can't kill some processes I chose to
kill and nothing happens is there any support article for it or patch or ...
?

open it and minimize it to the taskbar
Next problem:

depends very much on the process you are trying to kill ..........

It doesn't work when CPU is working on 100% on some very demanding in
resources process.
So is there any way to kill such think ? It's usually some wrong working
thing...
