Allowing ActiveX controls

Hi,
I am using XP Home edition (Turkish version) with SP2 on my laptop computer.
One of my banks requires installing a security software before using
internet banking.
Even if I select the lowest security setting in IE properties, I get the
message that activex controls cannot be installed due to security settings.
Is there a way to overcome this?
