IF want Allow Our MIS Operator have Right to Reset User Password,
But I do not allow them Log in the Server ,
Anyone know How Can I do

The operator can be given the right to change a password remotely. How you
would do that depends on the OS involved, whether the architecture is a
domain and whether you are confining accounts to OUs.

Consider executing aminpak.msi if operator's OS is W2K Pro, delegate rights
with OUs in AD and modify the GPO if required (i'm guessing). As well, an
properly configured MMC console can be distributed that can harden the
security risks involved.

The adminpak.msi is found on the W2K server CD in the I386 directory. You
wont find it on a Pro CD.
