All Users is a blank folder

I just want to know how come in one PCs the c:\Documents and settings\
All users .....
is just a blank folder in one PC but filled in others....?
How can we fill up that folder so that functions such as some
shortcuts can be enabled in the accessories directory

It's blank because nothing has been put there. You can simply copy or move
shortcuts to that folder to make them available to all users.
