All Public Folders (folder) cannot be deleted

A calendar folder was created under All Public Folders. Everyone was given to
permission to view it. Although, most people get an error "Unable to display
the folder. Microsoft Outlook could not access the specified folder location.
You do not have sufficient permission to perform this operation on this
object. See the folder contact or your system administrator" when they click
on that calendar. It cannot be deleted. We are using an Exchange Server to
manage our email. How can this folder be deleted? HELP!!!

Have you asked the Exchange Admin to delete it?

unsolicited mail sent to my personal account will be deleted without
reading.

Yes, I have asked the admin to delete it. She says that it won't delete. What
went wrong here? How do we get rid of it?
