how do I make the all programs view in vista act like it did in XP?

Right click on the start button, click on Properties and then click on the
radio button for Classic.

I was trying to get the Windows XP look as opposed to the Windows 200 look

The view that is default in Vista is the succession of XP. You cannot have
the panel-XP-style start menu *AND* the cascading menus for "all programs".
The only way to get the slow cascading menus is to use the 2000 style menus.
