All programs tab wont open

I have about 30 computers that the ALL PROGRAMS wont open.
This problem did not happen all at the same time, it was
a few computers at a time. I checked for any virus non
found. We have no policys in place that would stop the
ALL PROGRAMS from opening. If anyone has the same problem
or can help me please respond.

This happened to me recently and it turned out to be a nasty virus, how can
you be sure its not a virus if you can run any programs to check i.e you
can't do a virus scan if no programs can run?

The problem is not that I cant open programs on all of my
computers, its that I cant open the ALL PROGRAMS on the
start menu.

have you tried in safe mode?
