The ALL PROGRAMS tab wont open

The problem is not that I cant open programs, its that
the ALL PROGRAMS on the start menu wont work. This
problem has happened on about 30 computers I have but it
did not happen all at the same time. If I change the
start menu to classic, the programs says its empty. There
is no group policy set. I have run a virus scan and
nothing was found.

Did you move the Documents and Settings folder that contains, among
other things, the start menu for each user? If yes, how did you move
them and where? Peer to peer network or is there a server?
