All programs opening as notebook scripts

I had problems removing a program - after running uninstall certain files
were left in the directory. I couldn't delete them as it said access denied.
So i changed the extension to .txt and tried to delete them. Now all my
programs are opening as .txt (notepad) scripts, even system restore. What
file do I need to find that is doing this and how do I change it.
Your urgent help is appreciated, as obviously i can't access my programs,
except for Internet fortunately. thank you. Philbie
