All Programs Menu does not open when clicked or hovered over by the mouse.

The START/ALL PROGRAMS menu does not open when clicked or
hovered over by the mouse.

If I switch the to the classic START menu, then the
PROGRAMS item in the menu shows "(EMPTY)" and I cannot add
anything to it. If I drag to drag things over to
the "(EMPTY)", I can't drop anything. And if I add
anything to the actual directory on the hard drive at
C:\DOCUMENTS AND SETTINGS\ME MYSELF AND I\START MENU or
C:\DOCUMENTS AND SETTINGS\ALL USERS\START MENU - I still
cannot see anything if I click START/ALL PROGRAMS or (in
Classic START Menu) START/PROGRAMS.

If I right-click the ALL PROGRAMS button, I can open or
explore the C:\DOCUMENTS AND SETTINGS\ME MYSELF AND
I\START MENU just fine. Everything is where it is -
except for the fact that I cannot see it from START/ALL
PROGRAMS.

I'm thinking that possibly whatever it is that combines
the START MENU from the ALL USERS folder and whoever is
logged in - maybe that's the issue...

Any ideas?

Try searching the Usenet archives using http://groups.google.com for
similar issues. You'll have to try different keywords and comb through
the results. Try searching "restore start menu" (in quotations and
without). If you get desperate, boot from the Win XP CD and do a
"restore" installation. It will preserve your programs and data, but fix
the OS.
