Hovering on All Programs does not open

Hi,
I do not know for sure how long this has been a problem, but this morning I
discovered that after clicking on the start menu and hovering the mouse on
All Programs does not open All Programs. The only way for me to open All
Programs is to right click and then click open which opens All Programs in
Explorer.

Using Tweak UI I tried many different adjustments to the mouse hover menu
and none worked. Other than that I am at a loss as to how to fix this.

Thank you for your response. The "Open submenus when I pause on them with
my mouse" was checked. I can't imagine what else to do.

I set the sensitivity to the defaults of 2 and 400. I am still unable to
open All Programs by hovering.

Hi,
I did a system restore to a point on the 16th. System Restore said no files
were changed. I was still unable to open All Programs.
In MSAS under Real Time Protection - Agent Events, I found the following
entry:

"The user XXXX, has decided to prevent a change to the user's defined shell
folders from Programs to %USERPROFILE%\Start Menu\Programs."

That User Shell Folders alert was dated yesterday, the 17th. Could this
possibly be the problem and how could it be corrected?
