All Programs display in Start Up menu. Too many programs installed?

Hi Group,
I guess I have too many programs installed? Windows XP home edition
will not display them all when I go to the start up menu and click "all
programs". I would have expected to see a little arrow at the bottom of
the program display page indicating that there were more programs to be
viewed if I clicked the arrow. No such arrow appears. If the list of
programs is indeed limited to that one page that I see, then is there a
way to consolidate the programs and program folders into fewer general
folders that I then could pop open to reveal the programs of interest?
Earlier versions of windows allowed the grouping of folders in the "all
programs" display page. I hope I was clear. When you respond please
do so to the list for all to see but also to my personal email.

Right click Start button
Select Explore and/or Explore All Users.
Then open the Programs folder.
Create new subfolders then rearrange shortcuts.

OR

You can also configure your programs list to scroll which results in one large
column.
Right-click the Start button
Go to Properties
Click the Customize button.
Click the Advanced tab.
Scroll through the list until you see the item "Scroll Programs".
Check that and hit OK.
