All of my contacts do not display in Envelope and Label option in

When I go to Tools, Envelope and Label option, and select a address book not
all of the contacts show up, just some......it appears like I need to
activate some option that has the addresss included in the select rather than
just filter for e-mail address, in that option. Although I cannot determine
the ryhme or reason why some do or don't.

You simply need to configure your Outlook Address Book correctly. Method
depends on your version which you failed to post. It's been posted here
countless times. Just read one of the posts that matches your version.
