All menus and toolbars missing in Outlook - ALL VERSIONS - Windows XP SP2

OS Windows XP/SP2
Memory 1.5GB
CPU 1.6GHz

Outlook Office 1000, 2003, /Office XP

I ran into a system problem and ended up going to an older backup.
After recovering the OS and reinstalling all the updates etc., I found
that all the Office applications worked fine EXCEPT Outlook 2002. The
menus and toolbars on the main window are missing and I've found no
way to ge tthem back. (The menus and toolbars are working on the
individual message windows)

I reinstalled Office 2000 and this did not recover the menus. I
upgraded Outlook to a copy of Outlook 2003 that I had and that didn't
make any difference either. I then upgraded all the office
applications (Word, Excel, Outlook) to Office XP, all to no avail. All
the menus and toolbars in Word and Excel are fine, but they remain
missing in Outlook (as before the menus and toolbars are fine in
individual message windows, they are just missing in the main window.

I have tried the trick of renaming outcmd.cmd but that didn;t make any
difference either, they are still missing. I am at my wits end on
this, any advice (besides tossing the PC in a lake :)

Further to this I inadvertently opened another incidence of Outlook
and the menus and toolbars are all in the second copy! I closed both
and opened Outlook again and the menus/toolbars were missing --- so I
opened a second incidence and the menus are there.

Very strange

And as suddenly and inexplicably as it came, so it went. Having done
nothing new the menu and toolbars have magically reappeared on my
Outlook. Evil spirits apparently.

Windows Plug-n-Play: Plug it in and play with it for a while until it
starts to work.

Obviously the machine is monitoring what I say on this group :) I had
to reboot and noiw its back to the way it was before, the menus and
toolbars only show up on the second instance of Outlook.

This is maddening and apparently this cannot happen because there is
no information at Microsoft or on the usenet discussing this.
