Outlook Menus Missing from Messages

I wierd thing has happened with my Outlook 2000. When I
open an email message the toolbars and drop down menus are
missing and I can't seem to get them back. Anybody know
how to get them back???

Right-click in the area where they should be and select the items you'd like
to view. (Standard)

I tried that and there is no option to select standard
toolbar. I don't even have the file, edit, menus on the
screen. Any other ideas?
